The £4,500 Question: Why Up to 910,000 Pensioner Households Still Aren’t Claiming Pension Credit

Why 910,000 Households Still Miss Pension CreditWhy 910,000 Households Still Miss Pension Credit

Pension Credit tops up the weekly income of people over State Pension age who live on a low income. From April 2026, it brings a single person up to £238.00 a week and a couple up to £363.25. That was a 4.8% rise, in line with average earnings. The Department for Work and Pensions (DWP) estimates that up to 910,000 pensioner households in Great Britain qualify but are not claiming.

What the latest reporting says

The newest figure behind the headlines comes from fresh DWP guidance aimed at charities, councils, families and friends. It says the average Pension Credit award is above £87 a week, which is more than £4,500 over a year. That is roughly £87 × 52. The guidance asks people to nudge older relatives and neighbours to check, especially if their finances have changed recently.

The estimate has crept up over the years. A 2022 campaign cited about 850,000 households and £1.7 billion unclaimed. The 2024 drive put it at up to 880,000. The 910,000 figure is the highest of the three.

The numbers that matter in 2026/27

Here is a simple worked example. A single pensioner with £200 a week in total income would get a £38 weekly top-up. That is £238 minus £200, before any extra amounts are added.

Those extras matter. With the severe disability addition, a single person’s guarantee level rises to £324.05. Carers and people with certain housing costs can also qualify for extra amounts.

One further point is my own arithmetic rather than something stated in the reports. The full new State Pension is £241.30 a week in 2026/27. That is £3.30 above the single guarantee. So a single person on the full new State Pension and nothing else usually won’t get the basic top-up. Pension Credit is aimed at people with smaller State Pensions, extra costs or a disability.

Why so many people miss out

Savings and homeownership don’t automatically rule you out. The first £10,000 of savings is ignored. Above that, £1 a week of income is assumed for every £500, and there is no upper capital limit. The DWP says almost half of recipients own their home.

Take-up has barely moved in over a decade. DWP evidence to Parliament put the rate between 61% and 66% since 2009/10, with 65% in 2022/23. That is low for an income-related benefit.

People often find out by accident. Which? reported DWP research finding that many successful claimants only discovered their eligibility by making a speculative application. Those over 75 typically heard by chance, while 66 to 74-year-olds often heard from the DWP.

The Winter Fuel Payment effect

Policy changes on winter heating help explain the swings in claims.

In July 2024, the government limited the Winter Fuel Payment in England and Wales to people on Pension Credit and certain other means-tested benefits. In June 2025, it reversed course for most pensioners with incomes up to £35,000. Weekly applications rose to around 10,000 at the peak, then fell back to a long-term average of about 4,000.

The DWP data show the same pattern:

  • Applications fell 36% between 24 February 2025 and 22 February 2026 compared with a year earlier, to 209,735.
  • The DWP cleared 242,440 claims, which helped reduce the backlog.
  • The share of claims awarded rose to 61% from 53%.

A higher award rate suggests fewer speculative claims and more well-founded ones.

The overall caseload is slightly lower. The DWP Benefits Statistics Compendium counted about 1,381,700 Pension Credit claims in March 2026, which is 14,200 fewer than in February 2025. About 1.5 million people benefit once partners are included, and 66.1% of recipients are women.

For winter 2026/27, Pension Credit is no longer the key to the Winter Fuel Payment in England and Wales. The payment goes to households including someone born on or before 27 June 1960, and it is recovered through the tax system if taxable income exceeds £35,000. The DWP says eligible people can receive between £100 and £300. Scotland runs its own scheme, the Pension Age Winter Heating Payment, which became universal for pensioner households from winter 2025/26.

Why it’s still worth claiming

Pension Credit works as a gateway benefit. It can open the door to help with council tax, Housing Benefit for renters, Support for Mortgage Interest for owners, the Warm Home Discount, Cold Weather Payments, NHS dental treatment, hospital travel costs and a free TV Licence for people aged 75 or over. The Cold Weather Payment has been £25 for each week of very cold weather, and the Warm Home Discount has recently been £150 off an electricity bill. Some of these extras depend on which element of Pension Credit you receive.

Local councils are stepping in

Councils have started using data to find and contact eligible households directly.

  • Leeds City Council said in July 2025 that its welfare team had helped at least 249 households secure awards, worth over £1 million in total.
  • West Suffolk Council set up a Financial Inclusion Service in October 2025 and began writing to households its data flagged as likely eligible.

If a council letter arrives, it is worth answering.

How to check and claim

  1. Run the free calculator on GOV UK. The DWP says it gives an estimate without you entering personal details.
  2. Claim online, by phone on 0800 99 1234, or by post. You can apply up to four months before reaching State Pension age.
  3. Don’t wait if you think you’re close. Claims can be backdated by up to three months. AJ Bell’s Rachel Vahey made the same point: if you’re near the threshold, there’s no harm in applying.

State Pension age is rising from 66 to 67 in stages between 2026 and 2028, and the Pension Credit qualifying age follows it. Check your own date before applying.
